To be eligible to receive government subsidised training, the apprentice or trainee must:
- have entered into a Contract (trainingcontract) for a qualification that is fundedby DTET and be registered on DTET’s training database;
- if from overseas, have a visa allowing them to work in Australia; and
- not have already completed twoapprenticeship/traineeship qualifications (including SATs) within the last 10 years.
School students can only access apprenticeships and traineeships through a
registered SAT. This is to ensure a school student does not use their entire apprenticeship/traineeship entitlement while at school.

HIGHER LEVEL SKILLS
The Higher Level Skills program provides eligible individuals with access to a subsidised training place in selected certificate IV level or above qualifications, and priority skill sets.
The aim is to assist individuals to gain the higher level skills required to secure employment or career advancement in priority industries or to transition to university to continue their studies. Employers may also be able to access training to address workforce development needs.

ARE YOU ELIGIBLE TO PARTICIPATE?
The program is open to any Queensland resident aged 15 years or over, who is no longer at school and is an Australian or New Zealand citizen or Australian permanent resident (including humanitarian entrants), or a temporary resident with the necessary visa and work permits on the pathway to permanent residency. Prospective students must not have or be enrolled in a certificate IV or higher qualification (not including qualifications completed at school and foundation skills training).
HOW DOES THE PROGRAM WORK?
The list of registered training organisations (RTOs) approved to deliver each subsidised qualification or skill set is published on the Queensland Skills Gateway.
Individuals and employers are free to choose their preferred RTO from this list. The subsidy is paid directly to the RTO as training is delivered and reported to the Department of Employment, Small Business and Training.
Students who enrol under this program are required to complete a student training and employment survey within three months of completing or discontinuing the qualification.
WHAT LEVEL OF SUBSIDY IS AVAILABLE?
The investment priority or importance of the training influences the size of the government subsidy. Training in vocational areas that aligns with critical industry skills needs and government priorities will receive a higher government subsidy.
A higher subsidy will also be paid to support participation by disadvantaged learners (concessional students). More information on concessional student status is detailed in the Higher Level Skills Program Policy.
DOES THE INDIVIDUAL NEED TO CONTRIBUTE TO THE COST OF TRAINING?
Individuals undertaking training must contribute to their training costs through a co-contribution fee.
While the fee amount is determined by the SAS, it is expected the co-contribution fee will be greater for higher-level training given the increased benefits that accrue to individuals and industry.
The co-contribution fee may be paid on behalf of the student by an employer or another third party, but cannot be paid or waived by the SAS, unless approved by the department.
